Jason Wilder is born in Chicago, and from birth it is obvious that he is not like other people. He has no conscience. Near the end of his second term as governor, he is approached by the multibillionaire and ultraconservative Hogson brothers, who control American politics and promise to make him president of the United States in exchange for government policies favorable to their economic interests.
