Susan L. Clark is a member of the research staff at the Institute for Defense Analyses in Alexandria, VA. Her research concentrates primarily on Soviet foreign and security policy. She is the editor of Gorbachev’s Agenda: Changes in Soviet Domestic and Foreign Policy and co-editor of The USSR and the Western Alliance.
