ROBERT W. GAGE is Associate Professor, Graduate School of Public Affairs at the University of Colorado at Denver, where he teaches in the Masters and Doctoral Programs in Public Administration. Dr. Gage specializes in the field of intergovernmental management, has served as a consultant to federal, state, and local governments, and has published articles and numerous reports on intergovernmental relations.MYRNA P. MANDELL is Professor, School of Business at California State University at Northridge, where she teaches management courses in the School of Business and Economics. Dr. Mandell specializes in the field of strategic management in interorganizational networks or implementation structures and has published numerous articles in this area.
