Recognising the importance of national parks for environmental protection, it is proposed that the State take care of planning prior to their creation so that both the land ownership situation and environmental issues are duly contemplated. And if it is difficult to overcome them, this planning should be able to seek other alternatives among the countless models of conservation units provided for in Brazilian environmental legislation.
