KEITH NEILSON is Associate Professor of History at the Royal Military College of Canada. His previous works include Strategy and Supply: The Anglo-Russian Alliance, 1914-17.RONALD HAYCOCK is Professor of History at the Royal Military College of Canada. He is the author of Sam Hughes: The Public Career of a Controversial Canadian, 1885-1916 as well as numerous articles on the production of armaments in Canada and the British empire.
