Former Navy Seal Jake Javolyn, a dive boat operator by profession and part-time smuggler by necessity, has come to Haiti to fulfill a solemn promise made to a comrade-in-arms killed in the mountains of Tora Bora. Hiring his boat out to a renowned marine zoologist, he sets course for Navassa Island only to stumble across a beautiful girl in the open sea.
