He is the author of many books, including The Silence of Congress: State Taxation of Interstate Commerce; Interstate Disputes: The Supreme Court's Original Jurisdiction; Congressional Preemption: Regulatory Federalism; and Interstate Economic Relations, all published by SUNY Press.
