In the words of Francis Galton, who devised the term, it is the "study of agencies that may improve or impair the racial qualities of future generations, either mentally or physically." The knowledge of the science of Eugenics will sooner or later develop the art. Knowledge will lead to better men. At present, through the agencies of charities which perpetuate the weak, or war which eliminates the strong, and of an education which makes celibacy a condition of success, we are in a degree reversing the process of natural selection.
