EU policy-makers have in the past decade endeavoured to formulate a substantial redefinition of the organisation's international ambitions. Taylan Ozgur Kaya is Assistant Professor in the International Relations Department at Necmettin Erbakan University, Konya, Turkey. He holds a PhD in International Relations from the Middle East Technical University, Turkey.
