Every 9 seconds a woman is physically abused in the United States. A woman police detective by the name of Jessica Warren is a member of the White Cliffs Police Department. One of her duties is to investigate domestic violence cases. She is no stranger to domestic violence herself. Her ex-husband had a bad habit of assaulting her. Until she got rid of him. Now she helps other women who are abused. Many times these abused women go to a battered women's shelter. Just to stay out of the reach of their abusive husbands until the courts can decide what to do with the abusers. Sometimes though, these husbands find the shelter where their wives are staying. They try to force their wives to return to their homes, to take more beatings.

This is where Detective Jessica Warren takes over. She takes the women to a place that only a few know about. THE SAFEHOUSE. The husband of the woman that is being taken there will usually make the mistake of following Jessie and the woman there. He will not leave THE SAFEHOUSE, alive. The woman's prayers have been answered, although she is not aware of how. The abused women that Jessie helps never really know what goes on at THE SAFEHOUSE. Only a trusted group of allies know.

Jessie does a good job of covering her tracks. THE SAFEHOUSE is kept safe. Until an Internal Affairs detective by the name of Earl Pritchard starts nosing around. He's a bad cop and on the take. He's not sure what Jessie's up to, but he'll keep digging until he's found something. Eventually Jessie figures out that he's onto her. If she can dig something up on him, then maybe she can use it as leverage to end his harassment. She does find what she needs, but now he knows that she's onto him. He will stop at nothing to silence her.
