DANIEL A. MORALES-GOMEZ is Director, Social Policy Program with the International Development Research Centre in Ottawa, Canada. His previous works include Education and Dependent-Development in Latin America.CARLOS ALBERTO TORRES is Assistant Professor at the Department of Educational Foundations, University of Alberta in Canada. He is the author of nine previous books including The Politics of Nonformal Education in Latin America (Praeger, 1990).
