Enlargement will change the nature of the European Union, but how will it affect international affairs? The EU and its member states command significant economic resources and have launched a Common Foreign and Security Policy. Yet the demands of taking on ten new countries, concluding a constitutional treaty to accommodate decisionmaking, and dissipating acrimony after the war in Iraq, all complicate efforts to develop and enhance the EU's international presence. Notă biografică

Esther Brimmer is deputy director and director of research at the Center for Transatlantic Relations at the Paul H. Nitze School of Advanced International Studies at The Johns Hopkins University. Her edited volumes for the Center include Transforming Homeland Security: U.S. and European Approaches (2006), The Strategic Implications of European Union Enlargement (coeditor, 2005), The European Union Constitutional Treaty: A Guide for Americans (2004), and The EU's Search for a Strategic Role: ESDP and Its Implications for Transatlantic Relations (2002). Stefan Fröhlich is a professor of international politics at the University of Erlangen-Nuremberg, Germany.
