The federal government gets involved, but are paralyzed at the top trying to decide how to proceed in using the necessary means to extract information from the only man who can provide that information, the man arrested with the detonator. A time line is learned through interrogation and only hours are left before the nuke goes off. Political considerations hamstring investigators until there is no more time left.
