Dr. W. Werner Prange is professor of creative communication and former vice-chancellor of the University of Wisconsin-Green Bay. He is also chairman of the Task Force on International Education/Council for Interinstitutional Leadership in Washington, D.C. Dr. David Jowett is professor of science and environmental change at the University of Wisconsin-Green Bay. Barbara Fogel is a consultant in education and former director of higher education for development at the International Council for Educational Development.
