The responsibility of administering most modern nation states on longer solely rest on Central Governments. Several institutions, tiers of government and actors,located at the sub-national level,now increasingly take part in the governance processes of many states. Decentralisation, as the process is popularly called, is said to promote good democratic governance as it enhances participation, accountability, transparency and government responsiveness. This book is packed with information on decentralisation in Ghana to the contrary as it establishes that Ghana's decentralisation programme is precisely intended to limit the discretionary authority and capacity of Local Government and hence, maintain overall Central Government control. For this reason, the Author uses the phrase 'the politics of central-local power relations' in this context to describe the political process where Central Governments in Ghana use decentralisation as a conduit to promote their own interests and usually inclusive of the retention (and even consolidation) of central powers.
