Procurement law has become a key area of professional practice in the United Kingdom as authorities and utilities are held to account to a complex web of legislative rules, judicial principles and 'soft law'. The real enforcement challenge involves establishing clear rules based on these principles, often in the context of intense judicial scrutiny, in which the procedural demands of the procurement and the courts shape the law.
