Everyone in a tribe took some responsibilities in a tribal government back when civilization started. For example, each took turns watching at night time; the more watchers there were the better sleep everyone could have. As of today, quite a few countries have laws to enforce army duty, asking every man to share some duty in the armed forces. Then why don't we ask all able citizens to work in the government for at least two years as their own form of duty?
