RICHARD H. ULLMAN is Professor of International Relations at the Woodrow Wilson School, Princeton University.
MARIO ZUCCONI is a member of the research staff of the Centro Studi di Politica Internazionale in Rome, and serves regularly as Visiting Professor International Relations at the University of Naples.
