The son of successful New York jeweller Joseph P. Howard, Arthur Howard may have been raised in a prosperous atmosphere, and developed expensive tastes, but he wasn't initially as successful at making money as his father. In fact, the bankrupt Arthur left New York in 1908 to seek his fortune in Boston, and then Salem, Massachusetts. And he found it. Arthur became the editor of the Salem Dispatch, ran for the town's top office, and was elected Mayor of Salem in 1910. He tells his colorful story in ""The Man Who Bucked Up,"" published in 1912.
