Notă biografică
Paul Winfree is Director of Economic Policy at The Heritage Foundation, USA, where he is also the Richard F. Aster Fellow. He served most recently as the Deputy Assistant to the President for Domestic Policy, the Deputy Director of the Domestic Policy Council, and the Director of Budget Policy, all at the White House, and is a member of the J. William Fulbright Board. Winfree was also the Chair of the Deputies Committee that oversaw the execution of all domestic policy at the Deputy Secretary level throughout the administration as well as the interagency policy coordination process. During the 2016 Presidential Transition, Winfree led the team responsible for the Office of Management and Budget. He has previously served as the Director of Income Security at the United States Senate Committee on the Budget.

The United States has one of the most unique budgeting processes of any modern government. The “powers of the purse” are enumerated under the Constitution, but they were hotly debated by the nation’s founding fathers.
