Ian Palmer is the founder of Palmer Development Group (PDG) and an adjunct professor at the University of Cape Town (UCT). Nishendra Moodley is a director of PDG and chairperson of the board. Susan Parnell is professor of urban geography in the Department of Environmental and Geographical Sciences at UCT.
