This work focuses on the highly controversial Project 100,000 which was initiated in the midst of the Vietnam War and the War on Poverty during the Johnson administration. THOMAS G.STICHT is Adjunct Professor of Industrial Psychology at the U.S. Postgraduate School in Monterey and President of Applied Behavioral and Cognitive Sciences Inc.

WILLIAM B. ARMSTRONG is a Data Analyst with the Comprehensive Adult Student Assessment System (CASAS), implementing the educational testing component of California's Greater Avenues for Independence (GAIN) program for welfare recipients.

DANIEL T. HICKEY is an Instructional Technologist with Applied Behavioral and Cognitive Sciences, Inc.
