David Grogan is principal of Mapro, a Brisbane-based consultancy, and has many years of experience in community development promotion, arts management and strategic planning.

Colin Mercer is the Director of the Institute for Cultural Policy Studies at Griffith University, Brisbane. He wrote the Brisbane Cultural Development Strategy in 1990 and specialises in urban cultural policy and planning.
