GEORGE E. GARVEY is Ordinary Professor of Law and Associate Dean for Academic Affairs, Catholic University School of Law. He has served as counsel to the Committee on the Judiciary, U.S. House of Representatives, and has published articles on antitrust matters and regulatory reform.GERALD J. GARVEY is Professor of Political Science, Princeton University. His previously published books include Constitutional Bricolage (1970), Energy, Ecology, Economy (1972), Nuclear Power and Social Planning (1976) and Strategy and the Defense Dilemma (1984).
