GRAEME HAYES is a Lecturer in Politics and Cultural Studies at the Department of Modern Languages, Nottingham Trent University. In 2001, the Political Studies Association awarded his doctoral thesis the Walter Bagehot prize for best dissertation in Government and Public Administration.
