Lennart J. Lundqvist is Professor of Environmental Policy and Administration at Göteborg University, Sweden, and author of several books (including the classic work The Hare and the Tortoise: Clean Air Policies in the United States and Sweden). Anders Biel is Professor of Psychology at the Department of Psychology, Göteborg University, Sweden.
