Joyce Shaffer serves as an expert on psychiatric and medical matters for court systems. She earned her doctorate in psychology and second master's degree in psychology from Hofstra University in New York; a bachelor's degree and first master's degree in psychology from and Towson State University in Baltimore, Maryland; and completed nurses’ training at Thomas Jefferson School of Nursing in Philadelphia, Pennsylvania.
