Onkar Marwah is assistant director, Program for Strategic and International Security Studies, Graduate Institute of International Studies, University of Geneva, and served for seven years with the government of India's Administrative Service.
Jonathan Pollack is a member of the Social Science Department of the Rand Corporation.
