Rachel M. McCleary is program officer for the Grants and Education and Training Programs at the United States Institute of Peace. She has published numerous articles on ethics and foreign affairs with a special emphasis on Latin America.

This book focuses on the ethical aspects of the means and ends pursued by various actors in international affairs and on the issues of distributive justice that arise from their interactions in the international arena. It deals with issues at the interface of the nature of state sovereignty.
