Notă biografică
Norberto Urrutia Cobo was born in Morales, Colombia in 1953. His first degree was in Agricultural Engineering, from the Valle University in Cali. He has studied at the International Experimentation Centre (CEDEX) in Madrid, and obtained a diploma in Hydraulic Engineering from UNESCO-IHE Delft in 1995. He currently lectures at the Environment and Natural Resources School at Valle University in areas such as fluid mechanics, applied hydraulics, irrigation and drainage. His fieldwork was carried out in Colombia
Descriere
Historically, economic crises have triggered the global policy of transferring the management of irrigation systems to water users associations. This has variously resulted in either an improvement or deterioration in organizational stability. A conceptual framework is presented for the establishment of sustainable management of irrigation systems, based on the inter-relationship between community, environment, and science and technology. The case study is from in Colombia.
