"Roger Benjamin is professor of political science and adjunct professor of the Hubert H. Humphrey Institute of Public Affairs at the University of Minnesota. Dr. Benjamin is the author of The Limits of Politics: Collective Goods and Political Change in Postindustrial Societies (1982) and Tradition and Change in Postindustrial Japan (with Kan Ori; 1981). Robert T. Kudrle is professor of public affairs and planning at the Hubert H. Humphrey Institute of Public Affairs. Dr. Kudrle is co-editor of International Studies Quarterly and serves on the editorial board of the Journal of Health Politics, Policy, and Law. Dr. Harlan Cleveland, Director, Hubert H.
