All the dependent variables except for drunk driving laws have been updated. Several new dependent variables have been added. The independent variables in that article were adapted to fit the theory used in this book. Special thanks go to Cathy M. Johnson for her contribution to the original article. This work demonstrates the value of a multi-method approach to public policy analysis, arguing that descriptive historical studies, quantitative historical studies and cross-sectional quantitative studies are essentially compatible.
