CIA agent Joseph J. Velling assigned to the US Embassy in Caracas approaches the American officer with a CIA scheme to destabilize the elected government of Venezuela: the purpose of the Operation was to install Hugo Chavez as President. In return for his efforts the American officer is to be rewarded with covert payments from a CIA slush fund andpromotion to Flag Rank.
A Deep Throat emerges from the shadows of the US government; a CNN news report and an investigative reporter from a Miami newspaper collectively expose the Venezuelan Conspiracy.
