Bernd Rother is a Research Fellow at the Federal Chancellor Willy Brandt Foundation in Berlin, Germany. Klaus Larres is Richard M Krasno Distinguished Professor of History and International Affairs at the University of North Carolina at Chapel Hill, USA and a senior fellow at the School of Advanced International Studies (SAIS) at Johns Hopkins University, USA.
