Antiquities Destruction and Illicit Sales as Sources of ISIS Funding and Propaganda: The LeTort Papers

The
Islamic
State
of
Iraq
and
al-Sham
(ISIS)
has
embarked
on
a
campaign
to
destroy
or
sell
priceless
world
heritage
relics
throughout
the
area
under
its
control.
While
images
of
the
outrageous
destruction
of
priceless
artifacts
have
been
seen
throughout
the
world,
the
strategic
and
military
implications
of
comprehensive
antiquities
looting
and
ISIS
propaganda
about
antiquities
are
of
vital
importance
and
correspondingly
are
considered
throughout
this
Letort
Paper.
In
particular,
ISIS
funding
from
the
illicit
sales
of
antiquities
(and
high
quality
fakes)
is
a
serious
problem
and
may
help
ISIS
remain
functional
even
after
other
sources
of
revenue
are
increasingly
disrupted
or
eliminated.
Should ISIS experience additional defeats and further loss of territory in Iraq and Syria, an ongoing stream of revenue could fund a nucleus of the organization while it searches for opportunities to rebuild itself and prove its continued relevance through spectacular acts of terrorism. Antiquities, if hidden and trafficked later, along with reproductions marketed as original masterpieces, could give the organization the financial lifeline it needs to stay operational and relevant, even if it is forced to transform itself from a “caliphate” controlling territory to a more simplified type of terrorist organization operating out of portions of the areas it once ruled.

THE
AUTHOR
W. ANDREW TERRILL is currently a Professor Emeritus at the U.S. Army War College. Dr. Terrill joined the Strategic Studies Institute (SSI) as a Middle East specialist in October 2001 and retired in 2016. Prior to his appointment, he served as a Middle East nonproliferation analyst for the International Assessments Division of the Lawrence Livermore National Laboratory (LLNL). From 1998-99, Dr. Terrill also served as a Visiting Professor at the U.S. Air War College on assignment from LLNL. He is a former faculty member at Old Dominion University in Norfolk, Virginia, and has taught adjunct at a variety of other colleges and universities. He is a retired U.S. Army Reserve Lieutenant Colonel and Foreign Area Officer (Middle East). Dr. Terrill has been published in numerous academic journals on topics including nuclear proliferation, the Iran-Iraq War, Operation DESERT STORM, Middle Eastern chemical weapons and ballistic missile proliferation, terrorism, and commando operations. He is the author ofGlobal Security Watch—Jordan(Praeger 2010). From 1994-2012, Dr. Terrill participated in the Middle East Regional Security Track 2 talks, which were then part of the Middle East Peace Process. He has also served as a member of the military and security working group of the Baker/Hamilton Iraq Study Group throughout its existence in 2006. Dr. Terrill holds a B.A. from California State Polytechnic University and an M.A. from the University of California, Riverside, both in political science. He also holds a Ph.D. in international relations from Claremont Graduate University, Claremont, California.
