been
elaborating
its
position
on
the
Arctic
at
the
same
time
as
the
United
States
has
been
refining
its
own
Arctic
strategy
as
Chairman
of
the
Arctic
Council
through
April
2017.
This
Letort
Paper
examines
the
geopolitical
implications
of
China’s
growing
involvement
in
the
Arctic
for
U.S.
interests.
First,
the
evolution
of
U.S.
Arctic
strategy
is
discussed,
including
its
political
and
military
components.
Next,
China’s
interests
and
goals
in
the
Arctic
are
addressed.
A
third
section
examines
the
Arctic
in
China’s
relations
with
Canada,
Russia,
and
the
Nordic
states.
This
Letort
Paper
then
evaluates
the
consequences
of
China’s
expanding
Arctic
presence
for
U.S.
security
interests
and
concludes
with
policy
recommendations.

THE
AUTHOR
ELIZABETH WISHNICK is a professor of political science at Montclair State University and a Senior Research Scholar at the Weatherhead East Asian Institute, Columbia University. Her latest book project,China’s Risk: Oil, Water, Food and Regional Security(forthcoming from Columbia University Press), addresses the security and foreign policy consequences for the Asia-Pacific region of oil, water, and food risks in China. Dr. Wishnick also is currently writing several articles about contemporary Sino-Russian relations. She is the author ofMending Fences: The Evolution of Moscow’s China Policy from Brezhnev to Yeltsin(Seattle: University of Washington Press, 2001 and 2015). Dr. Wishnick was a Public Policy Scholar at the Woodrow Wilson International Center for Scholars in Spring 2012, and a fellow at Columbia’s Center for International Conflict Resolution from 2011-2013. She was previously a Fulbright scholar in Hong Kong (2002-2003), and a visiting scholar at the Academia Sinica in Taiwan, the Hoover Institution, and the Davis Center at Harvard University. She received a Ph.D. in political science from Columbia University, an M.A. in Russian and East European studies from Yale University, and a B.A. from Barnard College.
