Roel Rutten is Assistant Professor at Tilburg University, the Netherlands. Frans Boekema is Professor of Economic Geography at Nijmegen University and Associate Professor of Regional Economics at Tilburg University. Elsa Kuijpers is a consultant for ERAC (European Regional Affairs Consultants).
