The child welfare system is broken, and no one seems to know how to fix it. The book concludes with the implications of child welfare policy for the state and national levels and recommends ways to reform the system.

IRA M. SCHWARTZ is Dean of Social Work at the University of Pennsylvania. He has written several articles and books on juvenile justice, including, most recently, Juvenile Detention: Out of the Closets (1994) and Home-based Services for Troubled Children (1995).GIDEON FISHMAN, Professor of Sociology at the University of Haifa, is cofounder and codirector of the Minerva Center for Youth Policy at the University. He is the author of numerous articles on crime trends, sterotypes, violent behavior, and suicidal behavior and coauthor with Arye Rattner of Justice for All? Jews and Arabs in the Israeli Criminal Justice System (Greenwood, 1998).
